Past emergency for Willows projects
Recovery after the 2023 severe storm declaration (FEMA DR-4699)
FEMA's declaration records list "Severe Winter Storms, Straight-Line Winds, Flooding, Landslides, And Mudslides" (DR-4699) as a major disaster declaration for Glenn County. The incident began on February 21, 2023 and ended on July 10, 2023, and the declaration was made on April 3, 2023. This is a county-level record for Willows planning. For a similar storm recovery, identify overnight crews and any interruption to existing washing or meal facilities before sizing a temporary camp. A past event does not mean there is a need today.

Major construction for Willows projects
Willows High School Agricultural Facility Project
CEQAnet received a Notice of Exemption from Willows Unified School District on September 22, 2023, for "Willows High School Agricultural Facility Project" in Willows, near N. Murdock Ave. and Sycamore St. The record describes it as: The Willows High School Agricultural Facility Project ("Project") at the Willows Unified School District's ("District") existing high school campus includes the construction of an approximately 3,500 square foot barn building furthering the District's agricultural instruction and related programs/pathways. The exemption filing alone does not establish the current work phase; confirm the schedule with the project owner. For a comparable remote build, confirm how many workers need overnight accommodation before adding hygiene, laundry and meal facilities.

Major renovation for Willows projects
Willows courthouse rehabilitation: a completed project
On April 24, 2025, the Judicial Council of California reported that the 1894 Glenn County courthouse at 526 West Sycamore Street in Willows had been renovated and expanded, with completion in November 2023. The work improved security, seismic strength, mechanical, electrical and plumbing systems, and fire and life safety systems, and added a two-story, two-courtroom annex. Court operations from three facilities in two cities were consolidated into the building, and the California Preservation Foundation gave it a Preservation Design Award for Rehabilitation. This is a completed project, so it shows the kind of work done in the county, not a current need. For a comparable renovation, identify the facilities actually taken out of service before selecting temporary support for the workforce.
